Criminal justice clients are a large portion of clients who are currently taking part in drug and alcohol rehab programs in De Leon and in the USA. Judicial systems in the country often find it more beneficial to rehabilitate people who have ended up in the court system for drug related crimes, rather than penalizing them to no avail with time in jail and other penalties. It has proven more successful to address the problem of drug addiction directly, than to invoke such penalties.
